The adjustment of these chemical regulations in 2017 requires the attention of relevant export enterprises |
Today, chemicals have become inextricably linked to our lives. Standard, reasonable production and use of chemicals can provide many conveniences for our daily life. However, ignoring the safety risks of chemicals and not producing and using chemicals under the principle of "safe first" will bring great harm to our health, property and ecological environment. The recent "tianjin 8.12 fire accident" is an example. Therefore, the international community has reached some consensus on the safety management of chemical production, transportation and use. On this basis, all countries have formulated relevant security regulations. In 2017, the regulations on chemical safety management of several countries have been adjusted, and the inspection and quarantine department has listed some major regulations to remind relevant export enterprises to focus on. I. classification and labelling system of global chemicals (GHS) GHS system in the existing transport related physical hazards and acute toxicity of chemical classification and labeling work, on the basis of further standardized the in two aspects of the health and environmental protection work, the classification and labelling, to extend the dangers of chemical information bulletin to both production and consumption. The European Union, the United States, China and other countries has been implemented in promoting, with the growing popularity of the GHS system, there are more and more countries/regions also joined in, this year should focus on the implementation of the following countries: 2017 on January 1, Argentina and Indonesia to mixture of chemicals will enforce the GHS system, and Australia will be enforced for all chemical; Canada stipulates that chemical producers and importers must enforce the GHS system from 1 June 2017. The date of mandatory implementation of the distributor is 1 June 2018. The date of compulsory implementation of downstream customers is 1 December 2018. The Philippines regulation of high yield of toxic chemicals enforced since 2017, the international maritime dangerous goods rules list of toxic chemicals (pure substance) will take effect in 2018, the mixture will be enforced since 2019; As of December 31, 2016, the company must make SDS (safety data sheet) and labels in accordance with the newly released JIS Z 7253. Uruguay stipulates the full implementation of the GHS system for the mixture from December 31, 2017; The Taiwan area stipulates that the GHS system will be enforced in public institutions from January 1, 2017. Change of relevant regulations on international dangerous goods transport Current international dangerous goods transport generally follow the provisions of the United Nations "sample proposal about dangerous goods regulations" (TDG), international maritime dangerous goods regulations (IMDG CODE) and the air transport of dangerous goods transportation safety technical regulations (IATA DGR), the international road transport of dangerous goods agreement (ADR), the international railway transport of dangerous goods rules (RID), the international inland waterway transportation of dangerous goods agreement (ADN), etc. These regulations are normally updated every two years, and this year TDG will release its 20th revision in the second half of the year. The IATA-DGR 58 revision and ADR2017 are released in January 2017. RID AND AND also will release the latest edition this year; The 38th revision of imdg-code in 2016 will be compulsory in 2018, so 2017 is a critical transition period. In addition our country road transport standardization technology committee in 2016 released in November about for the road transport of dangerous goods rules industry standard draft, the standard and the 2015 version of the ADR, is expected to be published in recent years to implement. Iii. Toxic substances control act (TSCA) In June 2016, the President of the United States signed into effect the Lautenberg Act (H.R. 276), marking a major overhaul of the Toxic Substances Control Act (TSCA), which has been in the United States for four decades. The new bill requires the environmental protection agency (EPA) on the market for chemicals and new comprehensive assessment, and according to the risk assessment conclusion accordingly bulletin, restrictions, and banned control ways of chemicals in risk control. The policy will have a huge impact on producers, dealers, importers and downstream customers of the us chemicals industry. The EPA has released its first list of hazardous substances in December 2016, and will release other reports on the impact of the TSCA work plan in 2014. For companies concerned, starting in 2017 should focus on and verify that their product supply chain is involved in substances in the material list, and try to avoid unnecessary losses in export trade. In the light of the changes in the regulation of chemical control regulations, the safety management level and the severity of the chemicals are increasing. According to incomplete statistics, shaoxing's annual export of chemical products exceeds us $1 billion, producing more than 200 enterprises. The inspection and quarantine department reminded the relevant export enterprises to pay attention to the revision and adjustment of relevant laws and regulations in a timely manner and prepare for the preparation in advance. The second is to strengthen the awareness of risk control, and strictly follow relevant laws and regulations in terms of packaging, transportation and risk of products. Third, we will strengthen the training and implementation of relevant regulations and improve the level of our chemical safety management.
